371,215 workplaces in Japan now employ at least one foreign worker.
That’s 29,128 more than a year ago. And 63% of them have fewer than 30 people on staff.
Hold that second number. This isn’t Toyota or Rakuten. This is a 12 person factory in Kumamoto, a family restaurant in Hakata, a construction outfit with two vans and a foreman who does the payroll on Sunday night.
Now the other half of the picture. In a survey of 1,000 company managers, only about a third said they had an adequate understanding of Japan’s residence status system. Among the companies already employing foreign staff, 23.8% admitted their grasp of the rules and the renewal process was not adequate.
More than 30% named language and cultural barriers as their main concern. The same share named the paperwork itself.
None of that is negligence. A 12 person company doesn’t have an immigration desk. The rules have genuinely moved several times in the last few years, and they move again this October.
The gap is not in the hiring. It is in everything after it.
Hiring is running well ahead of the ability to keep people. Foreign worker numbers rose 11.7% last year, the 13th record in a row. The understanding needed to support those hires did not rise 11.7%.
On the ground it never looks dramatic. It’s a renewal noticed three weeks late. It’s a capable person parked on the simplest tasks because nobody is quite sure what they understand. It’s a resignation the manager later describes as a culture fit problem, when the real story is that nobody ever checked what that person could actually do in Japanese.
If you employ foreign staff, one question is worth asking this week.

Those are two different things, and only one of them is written down.

この2つ目の数字を少し置いて考えてみてください。トヨタや楽天の話ではありません。熊本の12人の工場、博多の家族経営の飲食店、車2台と日曜の夜に給与計算をする親方がいる工務店の話です。
もう半分を見ます。1,000人の企業の管理職に聞いた調査では、在留資格制度を十分に理解していると答えたのは約3分の1でした。すでに外国人を雇っている企業のうち、23.8%が制度や更新手続きの理解は十分でないと認めています。30%以上が、言葉と文化の壁を最大の懸念に挙げました。同じ割合が、書類手続きそのものを挙げています。
公平に書いておくと、これは怠慢ではありません。12人の会社に入管の担当者はいません。ルールはこの数年で実際に何度も動いていますし、この10月にもまた動きます。
それでも、辻褄が合わない部分があります。
採用が、人を支える力よりずっと速く進んでいます。外国人労働者は昨年11.7%増え、13年連続で過去最多になりました。その人たちを支えるのに必要な理解は、11.7%増えてはいません。
現場では、それは劇的な形では現れません。更新に3週間遅れて気づく、という形です。何を理解しているのか誰も確信が持てないので、力のある人が一番簡単な仕事に置かれたままになる、という形です。上司があとから「カルチャーフィットの問題だった」と説明する退職が、実際には「その人が日本語で何ができるのかを誰も確かめなかった」話だった、という形です。
外国人を雇っているなら、今週この問いと向き合う価値があります。その人のJLPTの級は知っています。では、職場で何を任せられるかは知っていますか。
